Racine Welcomes Second Federally Qualified Health Center by 2026

Racine County is set to welcome a new Federally Qualified Health Center (FQHC), enhancing healthcare access for local residents. The Racine Community Health Center Inc. (RCHC) and Outreach Community Health Centers (OCHC) announced the new clinic’s establishment, scheduled to open in January 2026.

Details of the New Federally Qualified Health Center

The clinic will be situated at 3805 Spring Street, within the Ascension All Saints Hospital campus. It aims to provide a wide range of services, including:

  • Women’s health
  • Behavioral health
  • Dental care
  • Preventive care

Importantly, the clinic will offer services to everyone, regardless of insurance status or ability to pay.

Meeting Community Needs

The introduction of this health center addresses long-standing community needs in Racine County. Behavioral health issues, substance misuse, and accessibility to healthcare consistently rank as top concerns. Julia Harris-Robinson, president and CEO of OCHC, emphasized the importance of health equity, stating, “This new health center reflects our deep commitment to health equity.”

Support for Vulnerable Populations

OCHC has a strong history of serving vulnerable populations, especially those experiencing homelessness. The new clinic will extend this mission. Hope Otto, director of Racine County Human Services, noted the significance of the Ascension campus location, highlighting its role as a connection point for those in need.

Collaboration for Expanded Access

In alignment with federal guidelines, the new facility will serve all patients and provide a sliding fee scale for those uninsured or underinsured. Kristin McManmon, president of Ascension All Saints, emphasized the importance of collaboration: “By working together to open this FQHC, we’re helping expand access to preventive care and mental health services.”

Currently, Federally Qualified Health Centers serve over 30 million residents in the United States each year. The development of Racine’s new clinic is anticipated to strengthen local healthcare infrastructure and address critical health-related social needs.
